Two (!) International Forces?

From the new, old Geneva Initiative Plan for...peace:

An international force will be placed in Palestine to aid the two sides in implementing the agreement, and another international force will be stationed on the flashpoint Temple Mount- Haram al-Sharif compound in the heart of Jerusalem's Old City.

Sovereignty in the Old City of Jerusalem will be divided between Palestine and Israel and the two sides will redistribute their shared water.

The plan calls for the evacuation of one third of the 300,000 Israeli settlers in the West Bank,


And this sunken treasure idea:

A sunken four-lane highway with bridges and tunnels would be built through Israel to link the West Bank and Gaza, administered by the Palestinians but under Israeli sovereignty.


Getting back to the Temple Mount - is that a separate force? Two forces? One from countries A,B & C and the second one from X, Y & Z? Or what?

How is sovereignty to be divided? Up/down like with Barak at Camp David II? Laterally? Horizontally?

Maybe in the divided portion Jews can pray, dig, etc? I doubt it.
