"Settlement Posts" - Devouring 1% But Controlling 42%

Yes, we have another term:

And how about this math:-

the posts include 144 known settlements, 207 settlement blocs including 109 blocs set up outside the settlements and 96 blocs in the vicinity of settlements, besides 50 Israeli army bases or camps that devoured 1 percent of the West Bank land but control 42 percent of the West Bank''s territory

Can you figure that out?

Is 42% the area not under direct PA control since Oslo?

The 42% might be a really oblique way of saying the territory included in Areas C in the "West Bank". But Area C, entirely controlled by Israel, is about 60% of the WB, not 42%.

Moreover, this area was determined by the Oslo Accords and have not undergone much revision since the Wye River Accords. In short, Israel has not "devoured" any more land than it set aside almost 20 years ago with the full agreement of the PA.

So in short, no, I cannot figure it out.

IMHO the 1 percent refers specifically to the IDF bases/camps and not to the settlements and settlement blocks mentioned at the beginning of the paragraph. The 1 percent refers specifically to the land on which 50 IDF bases are LOCATED (in their words devouring) which is 1 percent of the area of Judea and Samaria (in their words the West Bank), and that the 42 percent refers to CONTROL over land. Being physically present and controlling are not synonymous, which accounts for the 41 percent discrepancy.

And what do they do with the land area actually owned by Jews, the residential locations that were either kibbutzim or villages or factories prior to 1948?
